A scorpion can get a lock time of around a second I think with sufficient sensor boosters. Haven't tried it but it's nearly instalock.
The distance doesn't matter for locking time.
The indy (except *perhaps* for the biggest ones, mammoth and iteron5) would have not survived very much longer than the frigate.
A cruiser has a decent chance of surviving.
With appropriate mods battleships can indeed achieve near instalock on anything.
An indy surviving that is a toss up mostly depending on what you have the indy fitted with. Indies, even the lesser indies, are much more durable than a frigate:
Imicus: Structure -- 185 Armor -- 220 Shields -- 125
Iteron Mk-III: Structure -- 850 Armor -- 700 Shields -- 175
That of course needs to be balanced by their amazingly low speed. They may be able to suck up a good deal more damage than a frigate but chances are they will be stuck crawling their way to the gate under fire for a good deal longer than a frigate. There are so many various fittings and things you can do that it is hard to say in the end (e.g. are you using shield extenders, shield or armor hardeners, afterburners, overdrives or expanders, etc.).
A Scorp sitting at 150+ km out ganking people does not hit nearly as hard as it might either. In the days of the 75km gank they could opt for more powerful ammo and mods to help with damage. To get the 150 range they need longer range, thus less damaging ammo and, I assume, more mods to increase range thus neglecting things that might help with damage.
That doesn't mean they still don't hit hard and that it doesn't hurt but it could be much worse. A lone Scorp at that range probably only has a very good chance of killing shuttles and frigates, a middling chance at killing indies (depending on their fittings), should never be able to stop a cruiser unless the cruiser pilot is an idiot and certainly not a battleship.
